That’s where you try to get the bullet to hit on the target where you see the reticle on the target.

Think he's asking about bore sighting type application. When I bought my first rifle at Bass Pro they had a rifle mount and illuminated grid back drop to "get on paper" bore sight.

It means you have to mount the optic to a gun and make sure the optics is hitting where you want the bullet to hit. If not, you have to move the adjusters so that it does. Once you adjust it all up, the optic is "sighted in" as they say. It's ready to go hunting, shooting or zombie killing.

Without context of "sight in optic", there isn't a way to explain what it is. It could mean "get on paper", "zero", "bore sight", anything else related to adjusting the scope. What is the context where you read the phrase?

I don't Really Understand your question but, Optics sights use optics that give the user an enchanced image with an aligned aiming point or pattern also called a reticle preferably at the same focal plane..
