Night Vision Monocular legality

There's no such thing as Gen 4 night vision. That's an ATN marketing term.

I would like to purchase a high-end gen 3 monocular. I don't plan to mount it on a rifle.

I suppose that some of these could be mounted on a rifle if one was willing to make a mount. My question is: Is possession of a night vision monocular with IR illegal per se in California. If I try to do a search, it always refers to weapon mounted NV and ignores the legality of owning one for observation only.
