Red dot with off dot?

Hey guys, does anyone know if there is a red dot out there with an actual dot reticle that is illuminated and not projected? Basically I want the dot to be there both on and off, but more importantly, I don't want flaring due to astigmatism. Something under $200 would be great. Thanks.
