My Burris PEPR scope mount has a picatinny top. What would someone mount on top of a scope?

Put a reflex sight on it. It's for when something surprises you at a close distance and there's no time to acquire a sight picture through the scope.

IR illuminator for night vision is another option, just not in CA.

a second scope mount that you can mount another scope on with a picatinny on top of that one that you can put a red dot on. That way you can shoot from the hip and still be able to use your red dot.

                            Pretty smart eh?

                            But seriously,

5-25 on bottom, then a second scope mount with a 2.5-10, then another scope mount with a 1-6, then a scope mount with an acog, then another scope mount with a RDS/reflex (the reflex is important as I mentioned before. It allows you to have a good sight acquisition while still shooting from the hip).

You can also use 45 degree offsets as backup, if you don't think it will be too much. Good to have them just in case you run out of batteries in your custom chest rig.

Like others have said, a reflex sight is common for the ARs. Some will also put on bubble levers or a cosine indicator to figure out your horizontal distance.
