Are there any scopes that have a red or other bright-colored rectile, but is not illuminated via battery? Something in low magnification, that can operate like a red-dot sight for close range shooting?

Trijicon ACOG and Accupoint.

I concur. Based on the description, it is an ACOG that you want. Pretty much all else will need batteries for color.
