Who has tried it and how does it compare to Gen I or Gen II Night Vision?

I haven't tried digital for gun applications, but I have digital in my surveillance cameras. It's fine with the illumination offered in non-firearm applications at close ranges. I highly doubt it would work in conjuction with any type of magnification. I'd not bother with it to try to use with a gun as you won't see far. The problem is that they do not have proper photocathode tubes where you need the translation of the most and widest band of photons.
I've also used Gen 1, which was a cool concept decades ago, but pretty piss poor. I'd stick with Gen 3 or higher for any serious purposes.
It depends on what your purpose is. If you are just scanning for detection, the best way for the least money is thermal monocular that isn't used in conjunction with your rifle scope.Comment
