Are there any decent night vision binoculars that don't cost an arm and a leg?

Any recommendations or personal experiences?

I thought you could only posess a monocular? And only binoculars if it was for educational purposes. Not 100% sure though

There's nothing that says you can't have NV binoculars(unless it's some DFG reg).
