Yes, IR lasers are legal in CA.

For the most part, there are no special rules that wouldn't apply to any other laser.

However, regarding night vision devices you need to read the sticky thread at the top of the forum. Because of that, green is potentially an issue as well.

Can not mount it on a firearm for use with a night vision scope that has magnification.
