    IANAL...

    Wouldn't this exclude FFL03 holders?

    27585. (a) Commencing January 1, 2015, a resident of this state shall not import into this state, bring into this state, or transport into this state, any firearm that he or she purchased or otherwise obtained on or after January 1, 2015, from outside of this state unless he or she first has that firearm delivered to a dealer in this state for delivery to that resident pursuant to the procedures set forth in Section 27540 and Article 1 (commencing with Section 26700) and Article 2 (commencing with Section 26800) of Chapter 2.
    (b) Subdivision (a) does not apply to or affect any of the following:
    (1) A licensed collector who is subject to and complies with Section 27565.

        It looks like it does exclude 03/COE holders "... Does not apply to or affect any of the following: a licensed collector..."

          Does it mean a C&R WITH a COE is excluded or is a C&R FFL without a COE is also excluded? I get a little lost with the legaleeze stuff.

            Being California, I would imagine you would need the COE as well but, IANAL and can't read lawyer speak.

              I never understood why things are written in legaleeze. If it's for my knowledge, but can't understand it, then it's of no help to me

                Well reading 27565 here doesn't state that you need a COE to buy out of state. Since the 03FFL is a federal license I don't see how they could in force a COE out side CA ? As long as you self register I think that is what they want.

                California state laws including the Business and Profession Code, Civil Code, Code of Civil Procedure, Commercial Code, Corporations Code, Education Code, Evidence Code, Family Code, Fish and Game Code, Health and Safety Code, Insurance Code, Labor Code, Penal Code, Probate Code, Revenue and Taxation Code and Vehicle Code.

                  I would ask Librarian or one of the other big brains in the legal forums. Those guys read legalize like they were born to do it (which they clearly were!)

                          They write things in that BS jargon so normal people will lose patience and just say f**k it and not buy guns. It's working by the way. I'm only buying things at this point that I just can't pass up. The rest will wait until I move to a free state. California is always one step forward and two steps back with gun legislation, and will only get worse.

                              Correct. If you are physically outside of California then you just need the C&R license to acquire a C&R firearm and bring it back with you to California. You don't need a COE.
