C&R Registration

I haven't seen this topic come up yet but is the requirement to send registration whenever something something is added to the bound book? For example, if I picked up a mosin or garand etc and end up not liking it and selling right away, am I still obligated to send in registration?

It's a good question...but this is the new reg form that covers both C&R Handguns and C&R Long gun acquisitions from out-of-state. You have 5 days to reg out-of-state purchases.

Here is the in-state C&R Long gun reg form for 03+COE holders, which you have 30 days to complete the reg.

If we read it carefully, it makes the notion that an 03+COE holder can acquire C&R long guns from a private person (non-licensees) ONLY IF you send in the reg form within 30 days.
So to me it reads in order for one to legally take possession is if they send in the reg form, regardless if it's sold or not within the allotted time frame of reg. But, IANAL.

Didn't numbnuts just sign a bill that makes it completely illegal to bring anything in from out of state unless it goes through a dealer? Not sure when it goes into effect but I'm pretty sure that's now on the books.

Please post the law. If you cant find it, don't spread "pretty sure". This is how FUD starts.

Here is my question , I always get my spidey senses tingling regarding these forms and the statement that IF found ineligible by the DOinJ to possess.... must relinquish ALL FIREARMS.....

NOW given how screwed up the DOJ is in their system,paperwork, processes and the overzealous application of this prohibited person crap/raids etc...

Has anyone with a CR lic had any bad luck with this........ I keep thinking of getting a CR or 2 when seeing family in AZ BUT i frankly would not trust the DOJ to renew my DMV tags without them screwing up somehow....... and I am not giving up crap due to their incompetence... I know there is nothing hidden in my closet that keeps me from owning firearms...

For what its worth I have sent in several BOF4100As and have not had any major issues.

Thx, maybe I will give it a go next time I go visit family....it has gotten to the point where taking everything this state does 'with a pinch of salt' does not cut it anymore... need the whole salt shaker ,pound of salt or a salt lick....

Yes. If you order a rifle on Gunbroker from Nevada, you are still taking possession "in-state".

Form 961 says:

Federally licensed collectors (FFL type 03) in California who have a current COE may acquire curio or relic long guns from
non-licensees without completing the transfer through a licensed firearms dealer only if he/she completes and submits this
report to the California Department of Justice within thirty (30) days of taking possession of the long gun.

Does this mean that the requirement to report the purchase only applies if you buy from "non-licensees"? What if I buy from a 03 FFL from out of state by mail? Do I not need to file 961 then?

You need to report all C&R purchases to the DOJ.
