That's not a 'sporter' that is a duffle cut. Common to see that cut right under the rear band.
No the front sight doesn't need to be removed (something you would never want to attempt) to install either band. The front band just needs to 180 over the front sight.
The bayo lug is on the front band so its only missing the lug because it was part of the forestock that was dufflecut. So forestock, front lug rear lug and handguard probably came home but was lost in the shuffle of time. Too bad. Looks like a nice one
24 series is Short rifle made in 2nd quarter 1944. Only marginally transitional esp the early numbered ones. Most had early features, stock only omitted side drainhole. Rear band is most likely B type, monopod style without monopod. Chrome lined bore.
Bolt mismatch and wrong style bolt. Would have had the nicer early type safety knob
Worth a restore? probably not, you'll spend way more than just finding a nice intact one. And you'll very likely never get it correctly restored
You spend enough time on Gunbroker to come across a nice Arisaka .. some still go pretty cheap. Just include in your search "japanese mauser" or "Ariska" find one that might be overlooked
