COE and c&r question

I understand that you need both to have a longgun shipped to your house but do you need to send both to the vendor you are buying it from?

For example im going to buy an SKS from royal tiger. Is the COE just to keep my legal or do they need a copy of it to ship it to me?

There is no legal requirement that you send a copy to the seller. But some sellers might have a policy of requiring a copy. Other sellers don't even know what a COE is.
