    C&R Transaction Question

    So I bought a C&R rifle from a fellow a few years back and I gave him a copy of my DL. But now he contacts me saying that because of the new law I would have to do a PPT with him at an FFL. Is this for real?

    nope. new law doesn't to retroactively apply to old transfer.

    now, if you wanted to buy one from him today, you'd need to do a PPT if you didn't have your 03FFL+COE>

      No. Your transaction was done before the first of 2014. The new extortion regulation is for new aqusitions from January 1, 2014 onward. It's not retroactive. Don't have the verbiage in front of me, but someone is likely to chime in with it, if your google-fu is weak. Get the reg # and excerpt to him so he's not taking your word for it. PAX

              No it is not "for real". It is only for transfers done on or after 1-1-2014.
              Where do people come up with this stuff?

                Is there something formal, something written where it says that the transfer of C&R just requires a DL and a signed statement stating the transaction took place? He wants me to provide him with proof that our transaction was legitimate.

                  If the transaction took place prior to 1/1/2014 and you are not a prohibited person, then it didn't even require a DL or signed statement. If he has a C&R, then he would have needed your DL number for his book, but you would think he wouldn't be asking for all this crap if he had an FFL and half a brain.

                  If it went down according to the law, I would tell him to GFH. You do not want to do a PPT on it now, as you will then be registering it, which is just bending over to the man.

                    You are looking at this the wrong way. He is the one that has the issue, tell him to show you something in writing that shows that the transaction was not legitimate at the time it occurred.

                    As long as the rifle was at least 50 year old at the time of the transaction, and you could legally own a firearm, the transaction was legal. I would tell the guy to please stop bothering you about this, the time to worry about the legality of the transaction was when he sold it to you, not years later.

                            He probably didn't keep up on his bound book, got a notice of audit by the DOJ/ATF, and while he has your info, he doesn't remember the rifle info (exact type, model, serial number). So he's trying to convince you that the transaction needs to take place through an FFL to cover his a**.


                            Just a guess on my part. Could be that he's just an uninformed douchebag.
