Why?
Get the tools and do it yourself.
I started with a full clean and re-spring of my M1 Carbine. You don't have to get the bolt disassembly tool like I did and just CLP clean the bolt as best you can.
If you reload use Winchester small rifle primers and not CCi #41's (like I did which promotes soft strikes) and full power loads (reduced power also promotes failure to feeds)
For the M1 just clean it and restock it. My Greek went from minutes-of-barn to 3 moa or so just by putting on a new CMP stock.Spreading the WORD according to COLT. and Smith, Wesson, Ruger, HK, Sig, High Standard, Browning

I have installed a new recoil spring. I also cleaned out a lot of gunk from the vent hole and replaced the piston and nut with new GI parts. I am shooting Federal factory ammo and still getting occasional failures to extract or complete a full cycle. This is beyond my limited gunsmithing knowledge.

Blast the bolt and extractor area out with cleaner, the spring may be tired but not likely.
Do you have lube on the op rod where it connects to the bolt?
Lube on the rails and bolt?
What mags are you using?
Not all Carbines like the 30 rounders.

I had a local gunsmith clean this for me a while ago. That's when I also cleaned it out and replaced the recoil spring. The gun is well lubed with FireClean and I am using WWII era 20 round mags, some right out of the arsenal wrapping. It does not seem to matter what size or original or repo mag I use.

Where are you located OP? There is a small gun shop in Fallbrook called CalCustom that could likely help you out. The owner, Dave, was an armorer in the Marines from late 40's to the 60's. He does a lot of work on Garands, 1903/17s and M1 Carbines. He can likely diagnose it for you in a few minutes.

I noticed this problem occurring often with younger and smaller boy's shooting the M1 carbine. I thought they might be "limp wristing" the carbine, not supplying enough of a brace so that to much of the recoil energy was lost (my lower power loads didn't help).
It may be just a theory but the M1 has a relatively long straight case for it's lower power round which I doubt aids in extraction.
When I had the boys lean forward and brace the problem went away.
I also noticed I had not polished the brass to a high sheen before reloading.
