COE is not required in order to acquire C&R firearm while you are in another state.

The OP traveled to NV and acquired the C&R firearm.
Upon returning, the OP submitted the correct form.

The Curio or Relic Firearm Report (BOF4100A) is used to report C&R handguns and C&R long guns acquired while in another State.
This requires a valid C&R FFL and does not require a valid COE.

The Collector In-State Acquisition of Curio or Relic Long Gun Report (BOF961) is used to report C&R long guns acquired while in CA.
This requires a valid C&R FFL and a valid COE.

Talk to Randy Bessler in Carson City, he'll be at the Big Show this weekend I'm sure. He refused to sell C&R's to me 8-10years ago because I didn't have a COE which he stated was required for him to sell to a CA based C&R FFL. We had quite a "discussion" over the fact he was wrong, even showed him a letter from DOJ to that fact a COE wasn't required (at THAT time). I quit looking at his stuff, which he usually had some nice C&R's and reasonably priced at the time. Guess in the end he was right only a few years too early, I still don't stop at his tables.

I'm betting he became a victim of dojs misinterpretation of the law and is stuck with it in his mindset. I talked to the lady this morning from doj n she confirmed I dont need a coe or ffl to complete this transaction.

Yeah that was about the time the COE was required for 01 FFL's and most people had never heard of them. May have been earlier as I don't really remember when the COE was required for the 01 FFLs, I gave up my 01 FFL when CA started that BS. Too bad, he usually had some stuff I would have gladly bought from him...legally at the time had he been willing to listen to reason. But looks like he finally got his way!!!!!!

Gee if I get to go to Reno tomorrow maybe I'll test the waters to see if he's changed his mind!
