Navy powder can?

A friend gave this to me and said he thought it was a can to store powder bags for a 16" naval gun. It doesn't look like any powder can that I can find an image of on the internet. Any Navy guys have an idea of what the intended use is for this drum? To me it looks like an oil drum with a center spot for a pump to get the fluid out.

Basically: a smokeless powder used in a lot of stuff, and in the case of the Italians, Vertterli's.

Thanks for the lead! Further research on the interweb leads me to believe that the ballistite was used for aircraft rockets. Interesting artifact but no idea what to do with it. Back into the garage it goes.
