Do this first, then if you have to replace the spring, you're already one up. Burnish the inside of the bolt body, the smoother it is, the easier the spring can unload when you pull the trigger. Some of these bolts have fossilized grease inside the body that needs to be cleaned out. Check the firing pin for burrs on the wedge shaped stop, just behind the tip of the pin.
With a clean and lightly lubed bolt, check your FP protrusion, it should be Min. .055", Max. .065" on 98's.
A new factory spring was 19lbs, Wolff use to offer a 20lb, but I think the lightest now is 22lbs?. Anything heavier, just makes the bolt harder to open, and causes unnecessary wear on parts. If their lightest spring doesn't pop Yugo primers, (Turk too), you have other problems.
