    Cert of Eligibility

    Well after about 3 years of fiddling around & having just a C & R I'm getting my COE. Have an appointment @ 850 Bryant St on Monday, already paid the $71.00 Live Scan fingerprint charge. Have just a few questions for anyone in SF who has done this through the folks at 850 Bryant St (Hall of Justice, SFPD).

    How long did it take and aside from the forms and CA ID, is there anything else I need to bring? SS card, DD214 - anything to prove residency? I presume 4th floor, Rm 475 is the place to go for Live Scan printing, yes?

    I'm bringing the COE app with me and blanks of the Live Scan and COE app as well as the one completed on line.

    Once the Live Scan is done, I presume I send it & the COE app to Sacramment, then wait.

    Any practical info on the process is welcomed.

    Things you need to bring to get Livescan:

    CADL
    Application
    Fingers
    $

    I did mine at a UPS Store, quick and painless. After mailing in the completed application with the Livescan # and payment to the DOJ BOF it took 2 weeks to receive the COE.

      Thanks - already paid for the thing, so fingers, form & CDL are all I need. As I understand it, the COE allows me to "cash & carry" C & R handguns & long guns only and not be limited to "one per 30" on any handgun purchase, correct?

            just make sure the ATI number gets entered onto your COE application. That is the number assigned to each "live scan". Like everybody else said, its easy. just show up, get fingerprinted, drop your COE application into the mail, and your done.

              Just finished, it was a breeze. In & out in 5 minutes. Doesn't seem that it's needed, but in addition to printing the ATI # "oh so carefully" I included a copy of the Live Scan form also - I notice the COE instructions don't say to include one, guess it can't hurt.

              And I've already set the "cash & carry plans" in motion - my "wonder what they have visits" at Contra Costa started last weekend.

              As an aside, it's sure a different world walking up the steps of 850 Bryant St - you're kind of immediately pegged as either an attorney, a defendant or PD.

                I've been searching for the regs on BOF website, answers to some basic questions.

                Does being exempt from the "1 handgun per 30 days" include modern handguns or only C & R eligible handguns?

                Does "cash & carry" apply to modern or only C & R eligible handguns?

                Question from a "non - forum" friend - is a federal C & R required in conjunction with a COE? In short, is a COE on its own of any benefit? My answer is no, one can not be a "collector" without the federal C & R. But as proved from the above - what the heck do I know.

                  C&R + COE exempts you from 1-in-30 for all handguns, modern and C&R.

                  C&R+COE exempts you from the 10-day wait on C&R handguns and longguns from dealers. You still have to do the DROS, but is is effectly "cash and carry".

                  A COE by itself may have a couple benefits, not sure of what though. Oh yah, it may qualify as "proof of residency", but I'm not sure about that.

                    Thanks - I buy mostly C & R handguns. I suppose doing cash & carry on those will make the 10 day wait on regular handguns & long guns seem even longer.

                          With the live scan completed, you can then fill out the COE form, http://ag.ca.gov/firearms/forms/pdf/coeapp.pdf and send it in to Sacramento.

                              Do the fees for the DOJ and FBI go along with the COE application? Im only paying the fee to the Live Scan for their service, right?
