I am new at this, so can I buy a S&W 27-2 that was made in June of 1963 from a guy in Florida?

Yep, just like anyone else. It needs to be shipped to a CA 01FFL just like any other handgun. The only way a 03FFL (if you have one) helps is if you pick it up in person somewhere out of state or if you have a 03 FFL and a COE, you are exempt from the 10 day wait at a CA FFL.

What Trickster said. You would also need some sort of compelling evidence of the manufacture date. "I read it on the internet" probably isn't adequate.
