I have been looking online and have been unable to come up with a definative answer to my question: Is the Steel in the Spanish 1943 Mauser( not the ( 1919) any softer/weaker than the German/Czech or Yugo /etc of the same era?

I have never heard anything regarding the Spanish steel being any weaker than the other European gunmetals of the same era.
The only concerns have been with caliber changes made to the Spanish rifles by US Importers, such as re-chambering rifles originally made in 7x57mm rifles up to .308 Winchester, and the like.
