          Why? A person can buy a rifle and transfer it legally.

              A C&R holder can't buy a rifle with the intent of handing it over to another person, as 0351USMC said that is a straw purchase. A C&R licence is for enhancing ones own collection.

                  Its very easy.....just go to their website and click add to cart and you otta have yours in about a week. Better hurry time running out
