If I acquire a C&R eligible long gun, but decide to sell it to a private party, does he or she need a C&R license as well to buy it from me.

From now until the end of the year a California C&R FFL can sell a C&R long gun that is over 50 years old directly to a non-FFL California resident. They can also sell a 50+ year old C&R long gun to a non-FFL resident of another State if all of the following are true...
- the 50+ year old C&R long gun is a rifle or shotgun.
- the transfer takes place at the C&R FFLs licensed premises.
- the transaction complies with the laws of both States.
Starting next year the California resident buyers will need a C&R FFL and a COE, but C&R long guns of any age will be allowed. Out of state buyers will need a C&R FFL.__________________
