I just bought a 1905 Winchester on GB from an FFl 01 in New Hampshire who tells me that the law in CA requires me to provide them with a 5 digit code in order to allow them to ship the firearm to me???? Prior to bidding I had asked if he accepted C&R on this rifle and he replied yes. What code is he talking about? I did not think we needed a COE until Jan 01, 2014.

he is correct and he is probably referring to the CFCL program:
Quick Link - GO TO CFLC What is the California Firearms Licensee Check System (CFLC)? California Penal Code Section 27555 prohibits all Federal Firearms Licensees (FFLs), other than Type 03 or 06 FFLs, from shipping firearms to a FFL in California unless, prior to delivery, the FFL intending to deliver, sell or transfer the firearms obtains a verification approval number from the California Department of Justice Bureau of Firearms. This includes transfers that occur at gun shows. The CFLC system validates a California FFL’s active status against the California Centralized List.
if you are an 03 FFL direct his attention to the very first line in the above link which says 03 FFLs dont need a CFCL number. He can ship it directly to you.
Once upon a time there was an actual DOJ memo stating that 03 FFL holders are exempt, but they took that down because it made things to easy. Actually, anyone have a copy of that? It is interesting to note that these guys in NH called 916-227-7527 and actually spoke to a real person who told them it did not matter what license anyone in CA had that all needed a CFLC number. I tried that number and got a recording. These guys in NH seem like decent folks just scared of CA sales. They were happy to get the link you gave me and the rifle is on its way as we speak. Getting a job with the state is very difficult. One must have an IQ below 50 to qualify. question #4 in the FAQ's asks if any California FFL's are exempt from the new law and answer is "Yes. The CFLC program does not apply to FFLs with Type 03 (curio and relic collectors) and Type 06 (ammunition dealers) licenses.")...a fool and his money were lucky to get together in the first place...Comment
