Can someone clarify the Cal. DOJ COE for 2014

I have read in some of the forums and received a notice from CMP, that in order to receive a C&R gun to my residence, I need the COE effective Jan 2014. Am I right? Just for GP's, I applied, paid the money, fingerprinted and sent in the forms to Sacramento last week.
I was told if I order anymore C&R guns after Jan 2014 and want them delivered to my residence, even though I have the 03FFL, I must have the COE in addition. Otherwise the gun must be shipped to my local FFL.
I know this a good way for cash strapped Calif to get more money out of us.
Please clarify? I want to explain this to a good friend who also just has his 03FFL.
thanx. I would appreciate all answers and opinions too.

Thanks to the duly elected Masters in Sacramento - starting 1/1/2014 all pistols and long guns MUST go thru a Dealer FFL - the state wants ALL guns to be registered - UNLESS - - you have a C&R long gun being shipped to your C&R FFL - then Massah will allow you to receive it directly as long as you pay the fee (tax) for a COE. Of course then, when you receive the long gun - record it in your bound book - then send off a self registration form, plus fee (tax) - -

A lot of folks in Free America of course don't want to deal with or risk running a foul of CA wacko laws - so they just refuse to deal with californians..... luckily Orest at the CMP takes the time to read / understand the law and continue to ship to us.

My COE took a week to get - yours should be in the box any day now - -

Sounds like you got it. In order to have a long gun shipped to you like you currently do now with your 03 FFL, as of 01-01-2014 you must also have a COE. Plus, upon receipt of that long gun you must register it with CA DOJ, most likely using a modified version of this form.

Ok... just asking.. whats the difference between having to register c&r rifles and c&r handguns? I thought the reason we couldn't get handguns shipped was because they had to be registered. If they both have to, why shouldn't we get to have pistols shipped with a coe/c&r. Just seams stupid. Oh yeah... Kalifornia.
