Are the rifles shipped into CA from CMP subject to the CFCL requirements if the end user does not hold an 03 C&R FFL (aka CMP -> CFCL + CA 01 FFL+ DROS -> end user)?

I thought CMP Garands always ended up on your doorstep courtesy of FedEx, and that all the FFL stuff was done at the federal level by the CMP?Please read the Calguns Wiki
