Mosin PE scope mount, serial number problem

Im looking to mount a PE scope mount on my mosin, Its the type where to have to drill and tap the sides of the receiver with 6screws, Unfortunately if I did that, I would have to drill through the serial number stamped on the rifle. I was wondering if there would be a way I could legally have the serial number stamped on a different part of the rifle so I could mount it.

I dont want to remove it just have it put on a different part of the rifle so I can legally put the mount on.
