Quick Question regarding C & R license

I would like to obtain a C&R license. but the one question that asks:

"Are you in possession of a valid hunting license or permit lawfully issued in the United States?"

Now I don't have a hunting license but just my handgun safety Certificate.
Am I out of luck to get one?

Ya I read very closely again. With the fed's you have make sure that every i is dotted or they throw it back at you, lucky for me I am a permanent resident. Hopefully in 30 days I will hear something.
