Unless its a new manufacture BP cartridge rifle like the Italian copies. But no for muzzle loaders or breech loaders like the Smith carbines or 1859 Sharps.
You can buy from say Cabela's and they will ship right to your door, there are a couple of counties they don't ship to.

Blackpowder is still as complicated as going to Seven Eleven. Reminds me of the good old days.

Typing this makes me think of the 2A Forum, and OPSEC.

In particular if it doesn't take a fixed cartridge that's one of the exceptions. So cap and ball revolvers are OK even if people might argue if they're really muzzleloaders or not. (I know you said rifles but there are carbines based on those mechanisms that have the same issues).

There are some muzzle loaders that the BATF does not consider antiques because they can be readily converted to fixed cartridge specification. Here is a BATF Q&A on the subject:

What about this BS that I heard at the range yesterday that said muzzleloaders are going to be included in the 1-1-14 registration.

I read all of AB809 again yesterday and it said nothing about black powder or muzzleloaders.

You're right. It's BS. Black powder muzzle loaders and other "antiques" will still be exempt from dealer transfer requirements in 2014.
