go here: http://www.atf.gov/dcof/index.htm and order F 7CR (5310.16). ATF will send you the forms. Fill them out in duplicate, send one copy to ATF and one copy to your CLEO. Wait around 2 months. You should get an envelope with your license in it and a package with all hte rules and regs.

Here is a site with more info, http://www.cruffler.com/becomingcruffler.html .

Some of it is out of date, like the version of the C&R pdf app. Don't use it, it isn't the current version. You have to order the correct one from ATF, there are no pdf copies out on the net.

But other than that, follow those directions and you should be set. If you don't want to order a bound book, you can DL blank bound book pages that you can print out to use in your own book.

Don't forget the $30 fee for the ATF to process the paperwork.
Note that you do not send any fees to your CLEO.

I have heard that in California, Handguns can not be transfered through C&R, is this correct??

correct, C&R FFLs are not exempt from the requirement that handgun transfers go through a dealer. Buying a C&R handgun out of state via mail/web/phone-order out of state and having it shipped to you is not allowed. It would have to be shipped to a dealer and then be DROSed to you. Also, if you buy from another C&R or private party, you would still need to PPT it at a dealer.

However, you can go out of state and buy a C&R handgun and bring it back with you (as long as it is not an AW). You just have to fill out a DOJ form and register the handgun, http://ag.ca.gov/firearms/forms/pdf/curioapp.pdf .

If you also got your COE, certificate of eligibility, you would be exempt from the 10-day wait on C&R firearms transfered from a dealer. The transaction would still need to be DROSed, but it would be cash-and-carry after that. You would be exempt from the one-in-30-day limit on ALL handguns.
