    1-2014 + CMP= tax?

This just dawned on me. As of Jan 2014, our CMP rifle purchases that go through an FFL will require paying tax. Or am I missing something?
    They gave, so we have.

Not sure. I would think that they are exempted no matter what CA says.

The CMP is not from CA anyway and under normal circumstances a gun would have to go through some type of FFL to be mailed from a person in one state to someone in another. The CMP has always been exempted from this.

CMP is federally chartered... So I don't think it matters what CA does...
The CMP was created by the U.S. Congress as part of the 1903 War Department Appropriations Act. The original purpose was to provide civilians an opportunity to learn and practice marksmanship skills so they would be skilled marksmen if later called on to serve in the U.S. military. Over the years the emphasis of the program shifted to focus on youth development through marksmanship. From 1916 until 1996 the CMP was administered by the U.S. Army. Title XVI of the National Defense Authorization Act for Fiscal Year 1996 (Public Law 104-106, 10 February 1996) created the Corporation for the Promotion of Rifle Practice & Firearms Safety (CPRPFS) to take over administration and promotion of the CMP. The CPRPFS is a tax-exempt non-profit 501(c)(3) corporation that has been Federally chartered by the U.S. Congress, but is not an agency of the U.S. Government (Title 36, United States Code, Section 40701 et seq). Apart from a donation of surplus .22 and .30 caliber rifles in the Army's inventory to the CMP, the CMP receives no Federal funding.

IMPORTANT: If your State or locality requires you to first obtain a license, permit, or Firearms Owner ID card in order to possess or receive a rifle, you must enclose a photocopy of your license, permit, or card with the application for purchase. Rifle shipments to NY, NJ and CT must be made to a state licensed dealer. You must provide a copy of the dealer’s license with your order form

That's a good point. But I think New York law is stricter:
No NYS permit is required for long guns. NYC residents though must apply for and receive a rifle/shotgun permit from the NYC police department and must register every long gun purchased with said permit with the NYC police department. Purchases are limited to one long gun per ninety day period. Handguns require a permit. Permits are issued by County or State Supreme Court judges/justices outside of New York City, Nassau and Suffolk Counties, with a background check on a "may issue" basis. There is an application fee for each Permit, as well as an amendment fee for each handgun added to the permit.
Might be one of the reasons.

I know that the CMP abides by the various state laws that they're shipping to. When CT and NY passed its recent garbage laws the CMP stopped all shipments to CT and NY until their lawyers had a chance to review the new laws. After they resumed shipments they had to go to 01 or 07 FFLs 03 FFLs weren't good enough.

Does anyone know what the long gun registration law actually says?
