Educate me on C&R please.

I've been out of CA for a while and was wondering what are all these posts about "C&R until Jan 2014".
Would someone be kind enough to provide the latest to bring me up to speed on any changes or what is coming down the pipe for C&R.

The way it is now, for a firearm transfer in California to be exempt from California's dealer transfer requirement...

- the firearm must not be a handgun
- the firearm must be C&R
- the firearm must be over 50 years old.

Starting on January 1, 2014, for a firearm transfer in California to be exempt from California's dealer transfer requirement...

- the firearm must not be a handgun
- the firearm must be C&R
- the person receiving the firearm must be a C&R FFL with a COE
- the person receiving the firearm must pay to register it with CalDOJ.
