    COE problem ??

    I filled out the paperwork for my COE and went to the local UPS store for my livescan. I bought an envelope, postage and sent it off certified before I left, keeping copies for my records.

    I just noticed the clerk only charged me $71 for DOJ and FBI fees and not $73. I checked the copies and he wrote "Collected 71 + 20" on the form.

    Not sure what if anything I should do. I'll call the UPS store in the morning, but even if there is a way for them to collect the missing two dollars, the form I mailed off indicates they collected only 71.

    This sucks because I have two handguns paid in full at my LGS and can't start my next DROS until the 10th of June. And there are two more on base that I would like to buy as well.

    Any suggestions? Should I email DOJ or just sit and wait to see what they do?

    I don't think it's a problem. The LiveScan operator has to remit the correct fees. It will come out of his small profit.

    I'm looking at a scan of my December 2011 renewal - which had lapsed by over 12 months; so, I had to do LiveScan again. He collected $73+$18 = $91. Same total.
    I don't think there is any action you can take; And, I do believe you will get your COE.

    Are your handguns in waiting, modern or C&R? Some LGS's are being bullied into not taking the C&R+COE combo as a waiver of the 1 in 30 day rule. Which is still the black and white letter of the law.

      I talked to the livescan agent at the UPS store and he said the fees are in the computer and they charge what comes up. He "thinks" they dropped the fees by 2 dollars.

      My handguns in waiting are modern and my LGS is the one who told me to get my COE to clear the backlog. Though he is happy to hold them as long as I want. He said to get him a copy of my COE as soon as it gets in.

        I think they're running about 4 weeks; you should have it by early July.

              do I need to have an FFL 03 when I submit my COE? Or, can I apply to both at the same time? I submitted my FFL 03 stuff yesterday, should I send in the COE application soon or wait to hear back about the FFL 03 first?

                FFL 03 takes about 3~4 month to process and good for 3 years , COE takes 3~4 weeks and good for 1 year. Wait till you get your 03 first then apply for COE.
