Submerging sounds like a terrible idea. Solvent could leak inside then you're in a world of hurt if you have to disassemble to clean.
And the lens are sealed with a wax and heat may disturb that.
Id say do a minimal detail cleaning by wiping down and using some Qtips and toothpicks. Not getting anything on the lenses

can use steam or another heat source to melt the cosmoline off just make sure your have it below its boiling point and not catch it on fire. or you can use wd40 to get cosmoline off.NRA MemberComment

most people seem not to realize that these scopes are not water/ steam or solvent proof. Rain wont kill them but don't monkey around with solvents or heat on these.
All it takes is a cotton rag. there's really nothing to it; i clean these things up in less then 5 minutes. pics would be great.Comment
