      He could have cut down a brand new rifle and it wouldn't have been illegal since he did it on a Form 2 while working for a Class 2 SOT.

      But for most people, using a pre-1899 Mosin receiver to make an SBR doesn't even help. That's because the NFA uses a more strict definition of "antique" than the GCA does. With the NFA, if a firearm can use modern ammo then it is not an antique.

          Well vettes are pretty low anyway, I think of it more like lifting some classic muscle to put big wheels on it. Then pulling the back seat to fit your sound system, then putting tv screens behind the headrests(even though there is no longer a backseat to view them from.) What do they call that? A donk? I am going to start calling bubba'd milsurps , donks

            It is a shame an M39 was destroyed for this project, but his gun his choice. Besides, I'm not ashamed to admit that I would probably do something like this if given the opportunity. Not to an M39, but with a 91/30 for sure.

                      I don't think I'd ever make one. Making a modern one seems silly as it was something done in desperate times (of if you are a criminal). With current access to nice handguns, this seems pointless. If it's history you are after, you've already got it in the original rifle.

                      The problem being that a bolt rifle, fired from the right hand is easy to manipulate because you can hold the rifle up to your shoulder as you work the bolt. But an Obrez makes it completely awkward unless you shoot left handed.

                      But having said that, it's his money, his gun, his choice.
