I you have an 03FFL and a COE and purchase a C&R handgun from an 01FFL gun store do you still have to send in the DOJ Reg form and 19$ ?

Depends on where the gun store is.

If it is a CA dealer, then no, it should be registered as part of the DROS system. If it is anywhere else in the country, then yes.
