    For those who bought firearms from CMP...

    If you have a C&R license and that was used to satisfy one of the CMP's purchasing requirements, do you then have to log your purchase in your bound book when the gun arrives?

    Also, if you were to sell one of your CMP acquisitions, I'm assuming it has to be transferred through a 01 FFL correct?

    If you hold a 03 Collector of curio & Relic license you must log EVERY C&R firearm you acquire into your bound book regardless of how it is acquired.

    No, If the Firearm is not a handgun and is a C&R and at least 50 YO it can be transferred to an adult in California without going through a 01 FFL, as long as the buyer is not prohibited.

    When a 03 C&R FFL license holder disposes of a firearm which is in his collection he must log it out of his book. If the firearm in question was obtained by the licensee before he acquired his 03 C&R FFL the firearm would need to be both logged into his book, then logged out.

      C&R FFLs have to log each receipt and disposition of C&R firearms that occur while they are licensed. So if you get a C&R firearm from the CMP while you are licensed then you need to log it in, even if you didn't use your C&R license as your proof of marksmanship activity. If your grandfather who lives with you gives you his old hunting rifle from the 1930's as a gift while you are licensed then you need to log it.

      You just need to comply with all laws when you sell it. Right now you could sell it to another 18+ year old California resident by just recording his info in your bound book. Starting next year you won't be able to do that unless the California resident has a C&R FFL and a COE. You can also sell it directly to an out of state C&R FFL.

        Don't mean to sound harsh, but doesn't anyone read the info that comes with the C&R packet or research the laws that you are agreeing to follow before you send in your application.


        CODE OF FEDERAL REGULATIONS
        Title 27: Alcohol, Tobacco and Firearms


        (c) Each licensed importer, licensed manufacturer, licensed dealer, and licensed collector shall maintain such records of importation, production, shipment, receipt, sale, or other disposition, whether temporary or permanent, of firearms and such records of the disposition of ammunition as the regulations contained in this part prescribe. Section 922(m) of the Act makes it unlawful for any licensed importer, licensed manufacturer, licensed dealer, or licensed collector knowingly to make any false entry in, to fail to make appropriate entry in, or to fail to properly maintain any such record.(f) Firearms receipt and disposition by licensed collectors. (1) Each licensed collector shall enter into a record each receipt and disposition of firearms curios or relics. The record required by this paragraph shall be maintained in bound form under the format prescribed below. The purchase or other acquisition of a curio or relic shall, except as provided in paragraph (g) of this section, be recorded not later than the close of the next business day following the date of such purchase or other acquisition. The record shall show the date of receipt, the name and address or the name and license number of the person from whom received, the name of the manufacturer and importer (if any), the model, serial number, type, and the caliber or gauge of the firearm curio or relic. The sale or other disposition of a curio or relic shall be recorded by the licensed collector not later than 7 days following the date of such transaction. When such disposition is made to a licensee, the commercial record of the transaction shall be retained, until the transaction is recorded, separate from other commercial documents maintained by the licensee, and be readily available for inspection. The record shall show the date of the sale or other disposition of each firearm curio or relic, the name and address of the person to whom the firearm curio or relic is transferred, or the name and license number of the person to whom transferred if such person is a licensee, and the date of birth of the transferee if other than a licensee. In addition, the licensee shall cause the transferee, if other than a licensee, to be identified in any manner customarily used in commercial transactions (e.g., a driver's license), and note on the record the method used.


        Every firearm that qualifies as a C&R, no matter how it qualifies, that is acquired or disposed of while you are licensed is required by law to be entered in your Bound Book.

          Thanks. I have always logged every incoming and outgoing c&r firearm in my log book, but the CMP case stumped me a bit because some vendors sell athe garands as C&R and some don't, regardless whether it is or not, and I didn't know if getting it from CMP caused an exemption or not... now I know... Thanks.

            Depends on which set of requirements you fulfilled for the purchase.

                  Not to highjack the thread.. but 2 questions:

                  1. Does EVERY firearm you acquire after you receive your 03 FFl need to be recorded in your bound book regardless of C&R status?

                  2. Do you have to log in firearms prior to receiving the license?

                    1. No, only C&R firearms are logged into your bound book.

                    2. Not unless you sell them while licensed, then you'd need to both log it in and log it out. C&R firearms you had prior to being licensed do not need to be logged in just because you now have an FFL-03.

                        The only thing I had that satisfied CMP was my retired Military ID card. I was actually at both store locations and got my Garands at both locations. I showed them my Calif DL, Military ID and then filled out the DOJ paperwork. About 20min. later I was cleared to go and then went up to the window and they had fun with the VISA card. All of them were sent to my home address via FEDEX. I was there on a Saturday both places, they were shipped monday and got them Tues. I do have a n 30FFL now but didnt at the time.
