    For post 1000: Cliff Notes on How to Apply for C&R 03 FFL?

    After browsing many threads in the C&R subforum, I still couldn't find a complete summary for the steps and process of applying for a C&R FFL. If there is there one that somebody could point out, I would appreciate it.

    1) It looks like this is the application form that needs to be filled out and sent in right? http://www.atf.gov/forms/download/atf-f-5310-16.pdf
    a. Also, I am supposed to submit a copy to the local CLEO? In person or does email work?

    2) Are there any other forms that need to be filled / sent?

    3) Do I have to track or report C&R purchases? I have seen references to a C&R 'book' that has purchases recorded?...

    4) If I move and change addresses, does that mess things up? Would I have to re-apply?

    5) I prefer to stay off as many government lists as possible while being 100% legal. Does getting my 03FFL put me on a more scrutinized list or anything?

    Anything else I should know? Thanks!!

    I sent the CLEO copy via mail.

    There's a book listed to keep track of your purchases and sales, I like it.

      For 5, you have to make a choice. By acquiring a C&R license, you are giving the ATF, aka the "government" permission to audit you. They can knock on your door and demand you provide records of your C&R purchases and sales. If you (stupidly) let them in your house, you're opening yourself up to a world of hurt should anything be out of order. If you (smartly) ask them to wait a minute, close your door, grab your book, step outside your door, close it behind you and hand it to them, then you're as protected as you can be while still complying with the law. Your call if you want to possibly be placed in that situation.

      Also, realize that as a C&R license holder you have more paperwork when you buy/sell C&R guns since technically all of those transactions need to be cataloged in your book. As a non C&R holder, those same transactions do not require such record keeping. C&R purchases and sales, as of right now, are perfectly legal to FTF PPT from anyone to anyone (who can legally own/posses a firearm). As a C&R license holder, you'll have to document that transaction, where the non C&R license holder wont.

      If its any help, I've had my C&R license for a year or so. I doubt I'll renew it (in 2015). There's little to no benefit of it for me, living in California after the law changes regarding long gun registration next year.

        What about after my C&R expires at the end of three years (that's all I would need it for), could I still be audited? How does that work?

          I think that if you aren't going to renew it then you can destroy your book.

            My understanding is as Zed said; no audits and destroy the book.
