I have a C&R license and have purchased several firearms on GB without any issues from out of state but lately have run into a stone wall with 3 sellers who wanted a CFLC letter in order to ship to me. Correct me if I am wrong but CFLC applies to FFL 01 not 03's and as long as the firearm is C&R eligible and has no CA restrictions and/or is not a handgun there should not be issues, right?

You are correct. CFLC is for CA dealers receiving firearms. 03's are not even in the CFLC system. California Firearms Licensee Check (CFLC) Program Are there any costs or fees to obtain a Firearms Shipment Approval number from the Department of Jusice (DOJ)? I am not a Federal Firearms Licensee (FFL) but I want to ship a firearm from another state to an FFL in California. Do I need to obtain a Firearm Verification Number before shipping a firearm to California? I am an FFL in California. How does the CFLC program affect me? Are any California FFLs exempt from the CFLC verification approval requirement? I am an FFL located outside of California.

We have been able to FTF transfer C&R long guns over 50 years old with no paper or license between CA residents.
CA DOJ begins to collect actual data on dealer transfers -- de facto long gun registration begins.
Now, how does this affect a C&R? Don't take this as the Gospel; I'm not 100% sure. IFAIK, a CA 03 with a COE will be permitted to acquire C&R long guns (including those less than 50 years old); but, they will have to file a form that in essence registers them. That's got +'s and -'s. How will out-of-state sellers react to one more straw on the camel's back? Since the CFLC was introduced in July 2008, many more OOS sellers will not sell to a CA resident. Yes, an 03 in CA will have to have a COE, and a CA friendly out-of-state seller might ask for one anyhow, (which would be no big deal) but there is no requirement to send it to an out-of-state seller along with an 03.
And yes true, but that comes with AB809, and the ONLY good thing about AB809 is that the CA 50+ only law goes away, and ALL C&R's on the ATF's list will be C&R in CA.
Also, keeping with the OP's original post, come 2014, there will be no change in the out-of-state 01 FFL-to-CA 03 FFL CFLC exemption.
(maybe you were tagging that last line to the your last sentence, but it just sounded confusing)
