    C&R TRANSFER ???

Would a 1943/44 03A3 barreled action still be considered C&R?

No, barreled actions do not qualify.

There was a lot of discussion of it here.

ATF claims an action is not a C&R, based on a law congress passed in the mid 80s allowing the importation of C&R rifles, but excluding actions. (ATF Ruling 85-10) A barreled action is more than that, and all the major players (RGuns, JG, SOG, Century) currently sell, or have sold barreled actions as C&Rs. Some people on this forum insist they are wrong, and if you buy one you are somehow committing a crime, and the mean ATF Boogie man will come beat you with a stick or something.

Based on all the vendors selling them, I consider a otherwise unmodified, 50 year+ old barreled action, such as the ones RGuns currently sells, as a C&R missing parts. There are some who disagree with me.

It is in the ATF FAQ regarding C&R, based on ATF Ruling 85-10. This is what they say:

I have yet to see a list of what they consider "minor changes" other than what is listed.

On Edit, looks like Rguns finally sold out of the K98 Barreled actions, but Sarco is still selling Swede Mauser Barreled actions.
