Yes, if its between two CA residents, the buyer is 18+ years of age and not prohibited from purchasing or possessing a firearm.
ETA: I should also be clear that if the rifle in question is in a synthetic stock..etc and has been "sporterized" to the point it's no longer in original configuration, then it will not be a Curio & Relic which = no Cash & Carry.
