The ATF works fast when they want your money. I mailed my application to them on Wednesday of last week and they have already charged my card.

Yes you can. It usually shows up much faster than your FFL though.

I received my COE in about 2 1/2 weeks. Still waiting on my FFL03, 7 weeks and counting.

They charge my card 2-8-08 and when I called the BAFT yesterday to check status I got the standard 90 day processing quote.

They charge your card as soon as they receive your application, but receiving the license may take a while.
