Along with a c&r. is a c.o.e. a must have for all purchases with a c&r. or just handguns?? What about the c&r handgun reporting form?? Is that only if i travel out of state,or even if i have it sent from out of state...Thanks

It isn't a must have but is nice if you collect C&R pistols. I don't have a COE with my C&R but thats because I'm not too interested in pistols. You still have to have an 01 FFL take in an out of state pistol and they process it but you just don't wait 10 days to pick it up and not 1 pistol every 30 days. If you are out of state i'm 99% sure that you can buy C&R pistols with just your C&R as long as it complies with state and federal laws. When you come back into CA you send in the form to let the state know you got a pistol.
To answer you last question: Every thing costs more in CA
