Are you and the seller both CA residents? If so and if the Norinco SKS was manufactured at least 50 years ago, he can ship it to you. If either of those are not true then it needs to be shipped to an FFL 01 (not your buddy) just like a modern gun.

Then you're good to go and he can ship it to your door.

No paperwork needed. Open the box and head to the range.

curious... how do you know that norinco is more than 50 years old? or is this one of the ones that recently came into the US as C&R?

every firearm bought after jan 1 2014 including c&r has to go through paperwork at an ffl this means no c&r or private party transfer without paperwork

So, we aren't done yet. If the rifle is not demonstrably 50 years or older it is not eligible for transfer without use of a FFL in California.

Also, what mdib870 said, which will make all the bolt action mass murders go away.

Last thing, 03 license is Federal, not state.

Unless you have a C&R and COE. Then as a C&R, with long guns, you can do the paperwork and send it into DOJ yourself, the same way a C&R holder now does with out of state, in person, handgun purchases.
