    First C&R Purchase Question

I've searched for this a few different ways had didn't come across the exact question I had. Was looking for the elusive AR 308 Lower today and ran into a coworker trying to sell a '53 Russian SKS.

Here's the Question. Do both the buyer and seller of a C&R Eligible rifle have to have a ffl 03 to do a Face to Face transfer?

I (Buyer) have C&R FFL '03 and COE
    He (Seller) has neither.

Can we do a Face to Face Transfer? if so is there a link to something I can print out to make him comfortable with the idea? He'd prefer face to face but he doesn't want to do anything possibly illegal.

Perfectly legal. Neither party has to be licensed to do a c&r long fun FTF transaction in California.

You still need to log it into your book.

Anybody that can legally own a gun can do a FTF with a C+R rifle. Since you have a C+R FFL, just get a copy of his CDL and enter the purchase in your bound book and you're good to go.
      Because milsurp.

That's what I was thinking, just needed some affirmation and managed to find the legalese to comfort him.

Now is $340 too much for a Very Good Non issue 1953 Russian SKS?

          That is a good price.
As far as the transfer, you don't even need a 03FFL. Direct him to this Calguns Foundation page.

Yes $340 is way too much. I would walk away from such a deal. You can give me his contact information and I'll talk to him about proper pricing.
