Is it easy to obtain a C&R license if you are not a citizen but a permanent resident of the US?

I just checked ATF F 5310.16 and it ask for citizenship. However, as long as you are legal alien, not a prohibited person or a felon and you pass the FBI background check, I don't see why you should be denied an 03 FFL.

I can legally own firearms as I have purchased mosin nagant from big 5 and k98 mauser from another local gun store and an m1 garand. I just feel that I need a C&R license now as I love collecting milsurplus firearms. Thanks for the responses!
