CA Requirements on Black Powder Substitutes

This may be a dumb but simple question, last I read CA only allows you to have 20lbs of smokeless powder but only 1lbs of BP. Does that include BP substitutes?

BP subs are chemically altered to make them safer to store.

BP substitutes are considered smokeless powder and are blasphemy.

If you have more than 20lbs. of Bp and other types of powder, you need to be very observant around where you reside. There are Federal Agents that have special sensors that can detect more than 20lbs. of Black Powder. Really!!
