    Should I get a C&R?

I am into collection C&R for a bit now, and selling off most of my modern stuffs for C&R parts kit and related stuffs. I am thinking about getting a C&R license. Can I get some pros and cons from C&R licensee about it? I hate waiting 30 days to get a pistol from out of state as a C&R. But does it have any other pros to it? What about the cost and process of obtaining one? Is it worth it in the end?
I'd rather be at the range!

If you are buying C&Rs, then yes.
But keep good records, because part of the agreement is that the ATF can inspect your collection (with notice, either at your house or you bring to their offices).
The 03 will also get you great discounts at various retailers, like Midway USA and Grafs.
Also, all handguns in CA must go through an FFL, even if C&R. So long guns are the only upside for collecting.

minimal cost and effort involved in getting an 03FFL so I say yes. C&R handguns can be purchased in person out of state and then self registered with CA DOJ upon return. http://www.jgsales.com/c-r-guns-c-290.html

I had my C&R for the longest time; it was great for getting stuff and for the one-per-30 day exemption. But when CA started pushing having to have the COE issuance combined with C&R, and many FFLs started turning up their nose at C&R without the COE and declining accepting it for any 1-per-30 day exemptions, and with online sellers on Gunbroker and such started declining to ship to CA C&R holders, I didn't renew. Some of the advantages of buying handguns that were C&R were lost once CA mandated they must go through standard FFLs. I also thought the COE submission was too intrusive by CA where it is not required in other state. Also for me, I wasn't buying as much C&R stuff anymore anyway and no longer saw the advantages.

And with most all C&R long-guns, FTF is legal and I found I was buying most in that category from other private parties, so no need for the C&R. But it may be useful if you like to buy C&R long-guns from wholesalers or over the internet, etc. (I that regard, I don't think you need the COE?).

Just make yourself aware of the COE portion and decide if that is something to which you want to commit.

Yes it is worth it, $30 for 3 years is cheap to be able to get long guns shipped to you from out of state compaired to paying retail prices here.

If you go the extra step and get a COE also you are exempt from the 1 hand gun in 30 day rule (Some FFL's do not honor this) and you are exempt from the 10 day wait when buying a C&R from a dealer (still have to pay the DROS).

I have saved the cost in fuel for the first year for the COE by bringing home a deal on the day of purchase and not having to go back to stores after the 10 day wait.

You know, that's a good point. When I didn't renew, it was about 10 years ago, gas was cheap. And because of the reasons I stated above, and I was adverse to submitting for the COE when most of the FFLs I was dealing with were not honoring it for C&R handguns either way; and that is mostly the type of C&R stuff I was interested.

But yeah, that's a good point now about the gas vs. saving money especially if you can find an FFL that is cool with honoring the C&R/COE for handguns, and especially if you are into C&R long-guns from dealers.

Wow, that seems really great still! So it seems like C&R license is a good way to save time and money. Let me recap all thing about it:

                - C&R rifle shipped to home
                - C&R pistol still have to go through FFL (still have to wait 10 days for PPT of C&R pistol?)
                - Keep good record to show to ATF when needed
                - Can buy FTF out of state and register when back to CA (is it absolutely necessary to register when back to CA?)

Does anyone know how long it takes to apply for a C&R? And also what is a COE?
I'd rather be at the range!

Untill 1-1-2014 only hand guns need to be registered and yes I would register them. Would not want to loose my gun rights if caught, not worth it. All C&R aquisitions need to be entered into your bound book once licenced.

C&R takes anywhere from 25 to 90 days depending how busy they are.

Here is the App for a COE ( Certificate of Eligibility) http://oag.ca.gov/sites/all/files/pd...rms/coeapp.pdf

Will the 2014 Long gun registration effect the C&R Long guns shipped directly to you home ?

Yes, but in CA, long guns have their own 50+ year only rule.
While some long guns are on the ATF C&R list, they are still not C&R in CA. For instance, a N0.1 MKIII Enfield made in 1944 is obviously C&R. But an Ishapore 2A/2A1 N0.1 MKIII, made in 1968, while on the ATF C&R list, is not a C&R in CA...etc. So whatever long gun you buy, just make sure it's 50+ years. It's not hard to do, but good to keep your eyes on.

                      - C&R pistol still have to go through FFL (still have to wait 10 days for PPT of C&R pistol?)
Yes, but if you have an 03 FFL+COE you are exempt from the 10 day ban.

                      - Keep good record to show to ATF when needed
Yep, get or make yourself a bound-book. While rare, ATF can audit you once per year. And for the most part, they have to let you know about their audit of your bound-book. They can either come to the premises address on your license, or one can go to one of their field offices so they can check your bound-book. An audit is basically done to see that you're keeping accurate C&R records and there is no constant pattern of buying and selling which could lead to a possible situation of dealing or engaging in the business of repeated buying and selling of firearms. Though, ATF has never disclosed what numbers of acquisitions/dispositions ratio would fall under the lines of dealing, but common sense would tell you that if just about every purchase in your bound-book was recorded as turned around to sell without the intent of enhancing your existing collection, that could raise a red flag.

                      - Can buy FTF out of state and register when back to CA (is it absolutely necessary to register when back to CA?)
As stated, yes. For C&R handguns. Not until 2014 would it be necessary for C&R long gun acquisitions.

Does anyone know how long it takes to apply for a C&R? And also what is a COE?
                      chknlyps2 answered above ^^^

And yep, the first purchase while licensed already pays for itself.
One of my local 01 Dealers charges $60 bucks for an internet transfer. Another I know of charges $100. A Type 03 FFL is only $30 bucks per 3 years. The cost savings avoiding the high transfer fees cant be beat.

No, it will be business as usual. BUT, you will have to send in the reg form and $19.00 to DOJ per long gun shipped to you. Like you would if you were importing a C&R handgun physically purchased out-of-state. And come 2014, you will also need a COE+03FFL. But the only good thing about the 2014 reg. is that the 50+ year only rule in CA will go away and ALL C&R's on the ATF list will be C&R in CA.

For example an FG42 (semi only for this example and I dont even know if such a beast exists) would is C&R because its on the ATF List as C&R But I wouldnt be able to get one in CA because it has a pistol grip and a detachable magazine

Correct, one would still have to abide by other CA state law's with that regard.
But if you had it shipped with "evil features" and with a maglock, (and wasn't a Roberti-Roos named "AW") then it would no longer be a centerfire semi-auto with detachable magazine...ie not an "AW".

FG42... One of many damn fine reason why I get into collecting.

Besides turning application in by mail, is there any tips on improving your wait time or get it in faster? For both C&R license and COE.
