I know these are refurbished. What's the story on the receiver? Are they restored from old welded drill rifles?

Yes, they are. Lots of discussion here:
The short version is that not all drill rifles are created (or demilled) equal.
The Enfield Drill (DP) rifles that are floating around are not, and never will be safe to shoot, due to holes being drilled in the receiver. Some drill rifles had the barrel filled with lead.
Drill 1903's (at least the Gibbs ones AIM is selling) were converted by spot welding the bolt shut and the cutoff down, which is pretty minimal heat applied to the action.
