Receiving rifle from out of state

My father lives in Florida and I live in CA. Neither of us have a C & R license. If he wanted to give me one of his rifles and send it to me how would we legally go about that? Also, if he were to purchase a rifle in Fla. with the intent to give to me would that be legal and would it be any different than the above scenario? Yes the rifles would be C & R, but since neither of us have licenses, I don't know if that matters. Any help would be appreciated.

Dad needs to ship it to an FFL.

Apply for you license. It will cost considerably less than the dealer fee and DROS.
