    Getting C&R 03 (help/steps/list)

    I want to try and get my C&R in concord CA I have a old green form and now I am wondering if there was a list of things that I need to do in order or something? Or if somebody would be willing to help me with the process I'll give you a mosin after I get my C&R

    Fill out form
    send credit card
    send a copy to your CLEO (police official where your 911 calls go to) mail it do not take it
    you can provide two addresses if you need to one mail and one where your collection is
    wait 2-3 months

        I don't need to do a life scan or COE? If not does it do anything extra to have it ? And thank you guys also do I use the green form I have or the one on the net from the link?

          No, you don't need a COE or do live scan for a Type 03 FFL. Currently, the only benefit (right now) to a C&R FFL + COE is that you can skip the 10 day ban (waiting period) on C&R's and the 1-in-30 for C&R handguns, if you're buying or transferring through a local 01 FFL dealer. Nor, with a C&R + COE does one need an HSC to purchase/transfer a C&R handgun at a local 01 FFL.

          You can use the green application the Licensing Center sent you, OR you can print out and use the form from the link.
          You said the application was old, so if you want to use it, just compare it to the online application and make sure its the same and you should be gtg.

          Fill everything out (in pen)... and as stated, you will see the copy that goes to whoever is the CLEO (Chief Law Enforcement Officer) in your county/city.
          This copy that goes to the CLEO is the only for their records (round-file or trash can) and they may not even know what to do with it. Some find that a cover letter is handy... But a letter isn't necessary.
          As long as you send it, you did your part.

          If you want to include a letter to the CLEO this is one example.

          Attn: Chief Law Enforcement Officer [their name]

          Enclosed, as per BATFE requirement, please find a copy of my form 7CR application.
          In Ref. to section "Information for the Chief Law Enforcement Officer" on page 2 of the application,
          no action is required on your part pertaining to the enclosed application.

          Should you have any questions, please do not hesitate to contact me at the number listed below.

          Then send in $30.00 either by check attached to the application that goes to the ATF, or you can fill out the CC payment section on the application.

          Next, sit back, relax, have a sandwich and watch them cash your payment first, (they're speedy at that) and wait 0-90 days from the time they actually start your Application process. Not by the time your check or payment is taken.

          Between 0-90 days, you may receive (even before your license) your large ATF packet containing info on being an 03 FFL holder, a CD to install .gov software on your computer with some other literature and a book outlining a list what are deemed C&R's. Keep in mind though, that just because something is on the Federal ATF list of C&R's, CA has a 50+ year only rule. So buy accordingly the long guns being shipped directly to you, are for sure 50 years or older.

          Your license will arrive in a plain Blue envelope (be careful not to accidentally throw it away as it can look like junk mail).

          From here, make copies of the original license which you sign that you send out for your goodies...DO NOT sign the original.

          When your new cherished C&R long gun(s) arrives, enter in the details of it in the acquisition section of your bound-book.
          This goes for ANY C&R you acquire while being licensed a collector. Modern firearms do not get entered, nor do any previously owned C&R's you had before your license, unless you sell a previously owned C&R, you'd then log it in "from your personal collection" as the acquisition and then log it out to whom ever you sold it to.

          Finally, prepare to file for bankruptcy and join a C&R addicts anonymous support group.

          Good Luck!! Oh yeah, and make that an Izhevsk M38 please.

              You are exempt from the 1 in 30 rule if you have a CoE and 03 FFL

                  I'm also planning on getting a 03 FFL. Why would you not sign the original when you get it?

                      Well, yes and no.

                      The ATF 2005/2006 newsletter to ALL FFLs says that an FFL may be faxed.



                      "As stated in the August 2005 FFL Newsletter, ATF now recognizes a faxed copy of an FFL as an acceptable alternative form of verification to comply with 27 CFR 478.94, Sales or deliveries between licensees. As the newsletter also explained, verification and certification of a license is NOT considered valid unless a legible copy of the transferee’s license clearly identifies the name, address, license number, and expiration date of the license. Acceptance of blurred or illegible copies of a transferee’s license may constitute noncompliance with regulations. Therefore, this change will assist you in ensuring you receive or send a legible FFL."
                      In a January 2007 ATF FFL newsletter states that E-mailed FFLs are OK -



                      "An article in the August 2005, FFL Newsletter states that faxed copies of Federal firearms licenses (FFLs) are now acceptable. We have received many inquiries about acceptance of other "electronic" versions of licenses such as e-mailed or scanned copies. After further review of this issue, ATF has determined that scanned or e-mailed versions of licenses are also acceptable."
                      Why I personally advise NOT to sign the original is because some folks, like private sellers, won't take a faxed or E-mailed FFL (even though it's OK) and want a hard signed ink signature. The last you want is to find a great piece, say on the auction sites, and the seller won't accept your 03 because they don't want to play along or feel uncomfortable about not having a hard copy.

                        You are required by law to give a "certified copy" of your license to other FFLs that you are acquiring C&R firearms from. You certify a copy of your license by signing it. If you sign the original then there won't be any space left to sign the copies.
